At present, network operation still faces many challenges: the network is becoming more and more complex, the number of network nodes is growing rapidly, and the business process is significantly longer. Many relatively independent operating systems stand like chimneys, and the data is scattered and fragmented. The operation process still relies on manual operation, and leads to low operation efficiency and high cost, which needs to be reduced.

At the same time, we are also aware that the rapid development of the new generation of information technology provides a broad space and technical support for network operation innovation. It is imperative to make good use of new technologies such as cloud computing, big data, and artificial intelligence to promote the development of network operations towards digitalization and intelligence.

Telecom operators have the long-term production practice of network operation, high-value network resources, network data, user data assets, and a group of interdisciplinary experts who understand network and operation. Based on these advantages, operators should become leaders in promoting network intelligent operation, and then become enablers of digital transformation in various industries. Together with all sectors of the industry, we have constantly explored and formed a certain consensus on the development direction of network intelligent operation, that is, guided by the self-intelligent network architecture and based on the basic framework of 'platform + application', we have constantly explored and built a network intelligent operation system, and are moving towards an intensive, platform, digital, intelligent, and agile evolution path.

First, by aggregating data, resource elements and AI technology capabilities, we will continue to build a deep and intensive basic capability platform, strengthen the network smart brain, and provide strong basic support capabilities for network smart operations. Secondly, at the application level, we will continue to accelerate the development of key professional network operation platforms such as wireless networks, broadband networks, and data networks, give play to the advantages of intensification, and support the intelligent operation of network integration. While promoting the overall evolution of network intelligent operation structurally and systematically, we should also pay attention to value creation, develop the core scenario of network intelligent operation with the focus on digital operation, intelligent scenario as well as collaboration of terminals, networks and services, and highlight the role of network smart operation in improving quality, increasing efficiency, reducing cost, and delivering agile services.

For network operation innovation, we have deeply realized in practice that it is necessary for all parties in the industry to work together to form an innovation ecosystem. For example, in the field of communication equipment manufacturing, the network elements in each professional domain need to have the ability of autonomy and endogenous intelligence for intelligent operation. At the system platform level, we need to make extensive use of cloud computing, big data, artificial intelligence, machine learning and other IT technologies, so that the network has the ability of automatic scheduling, intelligent management and control, intelligent operation and maintenance, and cross domain collaboration. In terms of application, we need to face the evolution of Integration of cloud and network and integration of computing and network, and closely integrate network intelligent operation into industrial applications and people's production and life.
